The analysis of social progress trends can provide justifications for policy actions. Policy-makers at different levels have somewhat different focus that should be also taken into account when further developing the index for its future editions. EU policy-makers focus on the EU as a whole, they look for patterns across EU regions and how EU policies can intervene in order to improve the regional social imbalances. Regional policy-makers are keen to know positioning of their own regions and are interested in benchmarking their performance with other regions.
The EU regional Social Progress Index “aims to measure social progress for each region as a complement to traditional measures of economic progress. Measuring social progress can inform the development strategies of EU regions.” 
In the frame of the EU SPI Pilot project, we designed and conducted a user survey addressing policy-makers and at European, national and regional levels.
The survey was launched on the 4th of April 2019 and remained open for a month - until the 5th of May 2019. The link to the survey was distributed to 664 people. There were 174 users that responded to the survey, while 100 of them fully completed the questionnaire.
